Monitor refresh rate
Sometimes Windows sets an incorrect refresh rate.

Settings → System → Display → Advanced display settings
If the monitor does not work even before Windows starts:
- the issue may be hardware-related
- or the video output may be faulty
Common signs:
- HDMI works intermittently
- the image disappears when moving the cable
- the laptop cannot detect any monitor
- the external display flickers
